JTO Examination

I was informed by my Father about the JTO Examination when I was doing my B.Sc. At that time there was no much attraction to this post. But my father asked me to write this exam and advised me to get and keep the job as Life Line. Since I had ideas to do Master Degree, I didn't worry much about it but I assured my father to do the exam well with serious preparation. We applied during 1995 when I was doing my Final Year B.Sc. Then I joined Anna University for M.Sc. When I complete I year, I was called for the Exam. There were four tests of 3 hours each. Mathematics, General Physics, Electrical and Electronics & English and GK. are the papers I faced and did with full confidence. I informed my father, "I will get through".

Appointment
I was informed by my Father that I had been appointed as JTO in DOT when I was getting ready for the final examinations of II year M.Sc. The pay scale revise satisfied my father and he felt happy. I was worried about the overlap between the PG. Degree and Job, but I was blessed to get the order for joining the training on the next day when I completed my Degree. Yes, I completed M.Sc on 24 May 1997 and reported for training on 26 May 1997 with Sunday as a break.

JTO Training
I was given Training at RGMCTTC, Meenambakkam, Chennai. The training was of two Phases with 16 weeks duration each and a Field training of 4 four weeks to some work spot. I completed Phase I on 13 Sep 1997 and reported for field training on 15 Sep at Usilampatti near Madurai. After completing Field Training I joined for Phase II on 13 OCT '97, which ended on 31 Jan '97. Then I reported for duty on 2nd Feb '98 at O/O DE, New Tech Installation, #4, Bharathi Park 4th Cross Street, Saibaba colony, Coimbatore - 11, since I had opted for the Head Quarters as Coimbatore.

New Tech Installation
As per my father's instruction I had opted for New Tech Installation Branch and got it. I was given the Designation JTO(NTI). The First Officer I met in the DOT is Sri. Shanmugaiya SDE. The New Tech Installation unit is the one which is doing all the major installation of New Technology Switches in Tamil Nadu. There were experts for different switches and were very co-operative. Since that time when I joined was peak time, I was debuted to CDOT Installation for two months till march.

My First Work Spot
I was requested to take the work at Jallipatti near Udumalaipettai. Being new, I was given training by the senior staff there, and I also took active participation. It was interesting but not comfortable. Since the DA and Lodge rent given to the Staff are insufficient, and also the work spots were in rural areas, I felt uneasy to stay in some places. I had to roam around Coimbatore for many purposes like getting official clearance letters, for purchases and or many other works. After having some idea about the installation I was given the independent work at Goodalur near Ooty. It was an interesting experience to travel very frequently to hill stations and to work there. ,Luckily My batch mate Lingan was JTO indoor there and hence a good company. After completion of that work, I was released back to New Tech Unit.

The places I have Worked for Installation
I Think I have almost covered the entire Tamil Nadu. Being in Installation I have to cover complete Tamil Nadu Circle and have worked in all SSAs (Secondary Switching Area). I just list out the places I have worked so far which I remember now.

In Service Trainings
Being in installation, It was very difficult to get Inservice training. Since we are given excellent Field training in every installation we were not encouraged to opt for training. But after good efforts I was able to go for the following .Training
  • OCB - Familiarization ( 2 Weeks) - RGMCTTC, Chennai
  • Unix & Oracle (2 Weeks) - RTTC , Thiruvandrum
  • AXE-10 O&M (7 Weeks) - ALTTC, Gaziabad

Specialization
Out of the four New Tech Switches [EWSD, OCB-283, AXE-10, 5ESS] in Tamil Nadu, I am given chances to do more in OCB only. Hence I am specialized in that switch, but I like the Switch EWSD very much because the first new tech switch I faced was that one and also it is simple in installation and maintenance with smart look. There are many specialists for OCB but a very few for EWSD. Hence I have decided to reserve a place for me in the row of EWSD since I also have done enough work in that switch. If I a lucky , before I get relieved of that unit I may get chances to do two more main exchanges and hence I can stabilize my position. Though I am trained in AXE, so far I am not given a chance to do an AXE exchange independently and hence I cant say anything about that. I am not even exposed to 5ESS since only two exchanges of that switch is available in Tamil Nadu and no more switch is expected to come further.

Nature of My Work as an Installer
Depending upon the Waiting List in a area the amount of new connections to be released is decided by the Development wing of DOT/BSNL. From GM Development office, the purchase order for the required Switch type and capacity are sent to the manufacturers. Once the Head of an SSA receives the Materials, he contacts GM Installation for the installation work. Depending upon the urgency of the work GMI allocates the man power for that work. We receive information from our DE(Installation) and reach the Site. We consult the Planning wing of the SSA about the execution of the work and the required specification and layouts. Once we get clearance from our DE, the execution starts. The Execution sequence as follows

  • Getting Temporary Advance Rs 20,000 ( for max 30 Days work) from Accounts Section
  • Recruiting 4 to 8 temporary workers with qualification Diploma for the work
  • Site measurements and layout preparation
  • Getting the layout approved from the Planning wing and higher Officers
  • Material verification and shifting
  • SMPS [ Switched Mode Power System ] Power Plant Installation and Functional Testing
  • VRLA [ Valve Regulated Lead Acid ] Batteries Installation (2 sets)
  • MDF [ Main Distribution Frame ] Installation
  • Iron works like Runway extension between Power System, Switch, MDF and Earth
  • Laying of Cable
  • Offering Power System for Acceptance Testing
  • Power ON of Switch
  • Installation of Computers and O&M Terminals
  • Exchange Software Loading
  • Exchange Data Base Loading (Basic)
  • Performing Diagnostics in all the Equipment and attending the faults
  • Configuring the Exchange Data to fit the Site requirements
  • Connecting the Exchange with other Exchanges through PCMs
  • Creation of Subscriber Lines
  • Testing the Features of Sub Lines
  • Modifications of Charging Parameters and Testing
  • Performing the Exchange Data Backups
  • Offering the Switch for Acceptance Testing
  • Making Over of Switch and other equipment to Maintenance staff
  • Submitting the Accounts on ACE-2 Papers with vouchers to Accounts Section
  • Teaching the Staff about the functions and commands
  • Shadow maintenance for some time ( 2 weeks approx.)
  • Quitting the Site

My Present Work

At present I take care of the IUCIT Software installation work throughout TamilNadu.  IUCIT is developed by me and being used in many places throughout India. There is very good response for the software because of the features available and I do support the users online. Using this Software BSNL staff decides what is the amount to be paid to Private Operators and the bill to be raised towards them.  Since the bills are in lakhs and Crores, the software has been tuned very finely and getting further tuned.  The problems in the bills generated by POs have been clearly found out and informed which has reduced the complications and delay in the settlements.

IUCIT
This software is working on LAMP (Linux, Apache, MySQL, and PHP).  It is very powerful to deal with even crores of records and cost effective.  Since all are Open source products, the installation cost is low and completely license free.  The CDR (Call Data Record) reconciliation and CDR based billing can be done using this s/w.  The coding is done in PHP which is a 'C' like language and those who know that can modify to fit their special needs. 

History
I was introduced to this LAMP configuration during 2002 by Mr.Arul Selvanar JTO(DTAX), Karaikudi when I had been there for TAX Installation work. We decided to work on that for a test project of SSA (Secondary Switching Area) website management.  We created a web site for Karaikudi on our local server (Windows), loaded the necessary information on MySQL Database.  The server was made available to SSA Staff to access though dialup and they get information from our database.  Using PHP scripts, we allowed them to write into the databases.  This project was further developed to store most of the SSA information in the server and allowed sharing of information quickly.  We worked for this project only after 11:00pm daily.

That was the time when the Telecommunication market was opened to private operators and POI (Point Of Interconnect) were opened in all the exchanges.  There came a necessity for reconciliation of the bills submitted by the POs since there was lot of disputes.  There was no tool at that time to do the reconciliation and billing works.  Mr. Arul asked me work for that and supported me well.  Karaikudi staff are so kind and supportive for me bring it up.  I was given green card in the Exchange to work at any time as I like. Mrs.Rajammal SDE DTAX, Mr.Arul Selvanar JTO DTAX and Mr.Anand TTA DTAX are the important warm staff there.  With their support, I was able to bring the software in to final shape by August 2003.  Mrs.Rajammal met GM, Karaikudi and brought him with top level staff for a live demonstration of the s/w. After about an our discussion with me about the s/w, they agreed to used that s/w.  DGM New Tech Installation Sri.B.Ramachandran got the information and arranged for prevalidation of the s/w and distributed that throughout Tamilnadu. By April 2004 IUCIT was installed in all the Exchanges by me in Tamilnadu.  Sri.Ganeshan GM NMS, Chennai got me to his office through my DGM and requested for further development for them.  Then IUCIT was taken out side TN and spread to other states.  Kalaiyarasu DE RMC recommended me at NATFM (National Academy for Telecom Finance Management) Hyderabad and I was called for delivering seminar there.  Though NATFM, the software was distributed to all the participants.

Development
Since no one else in our unit is exposed to LAMP, I have to struggle independently.  Though there are volunteers ready to join me, no one is attached with me officially due to management reasons.  I do develop it further with the help of feed backs received from various places and as per their new requirements. I am going on updating the various parts of IUCIT.

Guest Lectures
Due to the popularity of IUCIT, I was asked to deliver a lecture on IUICT at Beach Computer Center, Chennai. Then I was called at NATFM Hyderabad. So far I've delivered 3 times at NATFM.  One lecture was at GM Office Hyderabad.

Current Work
I'm developing IUCIT further and supporting users through phone and net.
